Probably a silly question... but have you downloaded rainmeter and is it open? if you have then are you extracting the skins to the right area, the default area is my documents > rainmeter > skins. Make sure all the files are put into there. Do all that first and let me know how it goes :)

Sure, just right click it, go into edit and look for a sentence like "You%1 need a jacket" and just change that. I didn't delete the "%1" part so mines like "Hey!%1 Listen"

for the top left text, . You can just edit it to say what you want.

The bottom left and right circle things all include the items in the actual taskbar and you can still open the task bar just by hovering over the very bottom screen, im not sure if that answers your questions...

Just right clicked it and chose edit, then found where it said something like "You% need a jacket" and just changed it there.

Windows 7, just right click on the task bar and go into properties and then select always hide task bar. When you hover over the bottom of the screen it will pop back up but then disappear again.
