In my county we have a county wide collapse team, they would automatically be dispatched to something like this 3 districts have teams throughout the county so they all respond, it will take 10-15 mins but if no life threatening injuries its worth the wait.

I know that in the albany area they do live in (Albany NY) I wish i knew my freshman year but my company at home got a letter this month about it. There are many colleges up here so take a look on google. As for the ones down in maryland you need to google stations and call them, they are 24 duty crews so someone will answer tell them your interested in the live in program and if there not busy they will give you info

Make sure you search for the deals before you buy new boards, I purchased my tan tien for 215 from soulboards.com last summer, retail price was 380, I got two discounts one for being a college student and the other from paying with a money order (shipping was also free with the use of a money order)
