What plugins are you running? 1.2.3 broke a -ton- of plugins; these might be causing some issues for you. Also, try the latest development build if possible. A bunch of new ones have been released.

As far as I can tell, your use of the referral links here are fine, since you've given other readers a choice to use them or not; it's not like it's hard to go around it and visit mclayer.com independently (the link to which you've even given us), and you're not sneakily trying to slip a referral link in there. I don't know why you got downvoted. I'm going to remove them from this subreddit; there's no reason for anything like that.

My recommendation is to make the bank/admion shop give much lower returns in cash; there should always be a penalty for using the built in system to make money as opposed to bartering with other real players. I can't tell you too much more in that arena since I haven't been running an economy for a while now, but it's important that you control the circulation of money and the ways in which you encourage its usage. Getting a really sensible economy working isn't easy, but with some careful thought, you'll get it!

I don't think it's common just because of reasons of logistics: it's difficult to manage permissions properly, and it's dangerous to deal with people you don't know closely, or perhaps even worse, people you know very closely. I once almost entered into a 3-way management of a server through merger (we all had our own servers), but no one seemed really up to give up their own servers.

I use a whitelist, but when players start crossing the line, it's this simple: they shut up and leave you alone, or they will be punished. If you're set up for it with the right plugins, this can become an exercise in entertaining cruelty. Get a plugin that allows you to mute people, or screw with them in general. If they do things that are annoying (ask for teleports, threatening to sue you, waste your time), be annoying to them back. These are minor offenses that are a waste of your time, but your wasted time may as well be at least a little fun and direct a message.

As for more serious offenses (in my opinion) like using "gay" as a derogatory term (I support an extremely open, diversity-friendly server), you shouldn't even act like you're having fun. Tell them that it's not tolerated, and if they insist, they'll be banned, and there's nothing else to it. I would include under this category trying to frame other players. Two or three strikes are generally pretty good.

The way I get my building staff is just to find people who are amazing, constant builders--people who build all the time, whether other people are online or not. Then, I see if they would be interested in having access to creative in exchange for mod services or just helping me with awesome projects.
