I have no fucking idea about anything computer specs, but the advice I can give you:

run game on minimum then "fixed" aswell and try changing around the Display Mode setting (go to custom after changing to minimum).

The display mode setting did it for me. I had it on software and was getting like 30-35fps on minimum, I then changed it to directx and now I can get 50 almost anywhere.
