It was originally equivalent to a TFN but it has since become a means of uniquely identifying everybody. In Australia you can't be compelled to disclose your TFN so this won't happen.

These examples are completely different, especially by virtue of the fact that the first two instances of "play" are bare and full infinitive verbs respectively, which are necessarily not conjugated to agree with any subject. The tense is not at all affected by the number of the corresponding subject. It only changes in your examples when you change "am" to "was" in order to change the tense from the present simple to the past progressive, which only serves to confuse the matter and has nothing to do with the grammatical number of the noun.

The verb "play" can only agree with its third-person singular subject by adding -s. This is true of all regular verbs (except those that require -es, e.g. "I buzz" and "it buzzes"). It does not mean that the verb's tense or mood has changed — both "I buzz" and "it buzzes" are in the present indicative. All that has happened is that the verb has been conjugated differently according to number. It is a simple case of subject-verb agreement.

In regard to your first example, no -- the ability to be a computer hacker and to work as a security expert stem from a common cause rather than the second being the consequence of the first. In regard to your second, yes. For example, Part 2-5 of the Proceeds of Crime Act 2002 (Cth.) allows the Federal Court to make literary proceeds orders that order "payments to the Commonwealth of amounts based on the literary proceeds that a person has derived in relation to such an offence".
