The projected surplus is because of the good news that the state of Wisconsin is collecting more taxes than it expected to. The excess taxes are not because of a higher tax rate, but because of a growing state economy. This is a positive economic indicator because it indicates more income in the state from which to collect income taxes and more sales activities from which to collect sales taxes. This is perhaps a reflection of the fact that according to the actual figures collected by the Wisconsin Department of Workforce Development and transmitted to the U.S. Bureau of Labor Statistics, Wisconsin added 23,300 jobs in 2011. More people working means more people paying income taxes and more people paying sales taxes as they buy stuff.

Not only did Walker fix the deficit without raising taxes, he also cut many taxes – just as he promised. He eliminated the tax on Health Savings Accounts bringing Wisconsin into line with the federal government and most other states. He lowered taxes on investment capital for business start-ups. Walker cut manufacturing taxes. Perhaps most sweeping, Walker froze property taxes at the state level and gave local governments the tools to reform their property taxes too. The end result is that for the first time this century, Wisconsin property taxpayers saw a decrease in property taxes amounting to $1 billion. That’s a lot of money back in the pockets of property tax payers.
