A common misconception that Moore's Law is about /calculating power/, rather than what it actually is about. Moore's Law is about the number of transistors on an integrated circuit. Turn off anti-aliasing completely. On "max" settings, it's probably doing some sort of 16X Adaptive AA. Then try the lower stuff like 2X.
Get MSI Afterburner. Take your GPU fan speed off of "auto" and manually crank it to 96% or so.
Get GPU-Z and get an idea of the utilization and heat of your GPU.
