I think getting the backgrounds right is as much a challenge as the foregrounds. Not so much for something like The Simpsons which uses simple drawn backgrounds, but for painted backgrounds, moving the camera has enough trouble in actual animation where the movement is "on rails", never mind the free camera of an actual game.
