Unfortunately this is not true. There will be a public prosecutor there for minor offenses and he will still try to hold you to what the officer puts on paper. It is a myth that the charges are dropped if the officer doesn't show up in most courts.

I worked for a guy who owned an old recently condemned building. There was a broken window on the top floor that the pigeons would fly into, but the thick screen kept them from getting back out. It was literally a pigeon graveyard. There was about 12 inches of dead pigeons over the entire floor in a room that was probably about 20' x 20'. I am just glad it didn't die after that job.

I bought the Midnight Maxim version of this bike for $500 in January, and then turned around and sold to to a friend as his first bike for $1000. I really enjoyed the bike, but I had bought it for my dad so that we could ride together, but I ended up with 3 motorcycles, and that was the best fit for my friend. Congrats on a great purchase! It is a great bike!
