There are no rules. You learn from experience and it seems like you already know when and when not to. Personally, I think it's like being trained in a Martial Art. When I was a kid I heard about presidents getting assassinated, and kind of assumed all presidents had an extremely high risk of getting assassinated and that lots of them were murdered. Now as an adult I know this is not the case, but sometimes I wish it were. I'm not trying to say that all priests or even most molest kids, but it's a lot higher than we think. And they should be assassinated too.
