Biathlon and cross-country skiing do not require mountains, just snow and small hills (things Denver has plenty of). This puts your number at just barely over 50% of events that require mountains.

But I guess, technically, just over 50% is still mostly.

Saying that the Winter olympics is mostly up on a mountains is like saying that the summer olympics is mostly outside on a track. It's not true.
