They are told to though, but they won't because a lot of them are holy people who believe that they know best because of their holy book. A lot of people on here are coming on and saying "these people aren't religious, the holy book says not to do such a thing" but really, it's all open to interpretation. There are no black and white guidelines in holy books, that is why we see different Islamic factions around the east.
