There's NO WAY your bill should be that much in an apartment unless you have your heat cranked all the time or you run a bunch of PCs 24/7 or something.

I lived in a 1-br apartment with electric heat, stove, washer/dryer, dishwasher, etc over the winter and my bill was never over about $40/month.

I also had a HTPC and a couple of cable boxes (30W a piece) running most of the time for the TV.

Either you have faulty wiring or a faulty meter. (or a bad meter reader if you don't have a smart meter yet)

Bullshit. The smart meter isn't going to stop someone from tapping off your lines somewhere. But it's more likely that the meter is wrong, or that you have faulty wiring somewhere.

That only applies where buying property is realistic. $300k will get you a crappy condo way out in the suburbs around here, while that $1500 would get you a top of the line apartment downtown. $1000 will get you a good apartment downtown, and $600 will get you a room in a dingy shared basement someplace else not far from downtown.

I think if you can set the dead-band on your controller fairly tight (like 1 degree or less), the overshoot won't be too bad and it will stabilize fairly quickly.

You would need a lot smarter controller to reach your target with no over/undershoot. Some guy on here posted one that did it with an Arduino or something a while back.
