Read in this order: Hobbit, Lord of the Rings, Children of Hurin, Silmarillion, other. To me that's the most logical progression because it starts with an accessible story and slowly transforms into history. If you start with something dense like The Silmarillion you won't have developed a total interest in the history before you read it, methinks.

Blue Thunder is an odd book. I tried reading it once and it's just extremely bland. Think about how jumpy this article was, it has no flow. The whole book is like that. It was nice to get some history since I didn't know it before (I really liked reading about politics in the World Wars), but really I'm sure I could find a more interesting source.

I'd need more information before I could be sure, but it sounds like the thing that's ruining legalization is that it's not legal beyond the Netherlands' borders, which in a way is an argument for more, not less legalization.
