If you read the posted article it goes into that. ACORN is required, by law, to turn in all voter applications that are filled out. They would preflag the ones that looked suspicious to help the examiners. Most of the ones found invalid were duplicate registrations. Newt is different in that a worker was knowingly forging applications.
