Or he could have told house, senate or reconciliation leaders that he would not accept a budget that went against one of his campaign promises and likely one or more would have kept it out.

Or he didn't have to make the promise if he didn't intend to keep it.

Or he could make the promise, seen the price of keeping his promise was higher than he expected (maybe) and have people rightfully point out that he broke his promise.

Obama said in his Nobel Peace Prize speech - his Nobel Peace Prize - speech that he issued the order to close Guantanamo.

If Congress later passed a law that he could not close Guantanamo and he signed that law instead of vetoing it, then he broke his campaign promise and at best was weaseling and actually being deliberately deceptive - lying - during the speech.

At the time Obama signed this bill there were democratic majorities in the House and Senate. This would not be the law if Obama opposed it.

We didn't hear about anything happening in Egypt before that. Granted that US mainstream media is useless, but there was nothing that peaked online either, until suddenly, bam! there is Tahrir square occupied. As an outsider, it felt unreal.

He made the promise. He broke the promise. If you think his reasons for breaking his promise are valid that doesn't change the underlying facts.
