I am being a bit inflammatory because I think that it is a political ploy to encourage more non-voters, who are more likely to be left leaning, to vote. Also, there is a strong correlation between education level and voting.

After thinking about the ethics of the situation. I don't think there is any entitlement until intent has been declared. Arrival order is a poor indicator as it only indicates intent to purchase, not intent to occupy a table. How do you know that anyone in line is planning to sit at all until they declare such? Leaving some kind of object at the table to declare intent to occupy seems reasonable.

My friend suggested "the alternative would be no token-leaving allowed at all, the benefit of that being efficiency increase (higher table turnover rate) at the expense of predictability (as the person in line suffered from in this case)"

That is interesting. It seems sensible to put your things down where you plan on sitting before standing in line and ordering. However, how is that fair to someone who isn't carrying anything that could be used to hold the table?

Yes! It seems idiotic to encourage people to vote. If a person don't naturally take an interest in what is going on in the world and try and participate, then I don't really want them voting because someone told them they should.

I once saw a lady at Target who was complaining about the store's doubling policy. The cashier said something to the effect of "I can double it for you this time, but for future reference, it is our store policy to not double these." Instead of shutting up and letting the cashier do what she said she could, the lady kept arguing with her until the cashier got fed up and revoked the favor that she offered initially.

An outdoor gun range I used to go to was closed on Wednesdays so that law enforcement could practice. Being a citizen of the US grants the US jurisdiction. But, what is the crime? No crime is committed until the citizenship is renounced; the act of renouncement is the "crime." However, once the citizenship is renounced, there is no jurisdiction to legislate or tax the now non-citizen outside of US borders.

There are ways to render that person to the United States for trial, but which court is responsible for hearing the case? What court has jurisdiction over US code applied to a non-US citizen, in which no US entity was involved?
