I agree this sounds stupid, but sadly I know why it is necessary.

My mom used to teach in a nursing school, and she regularly had to send students home because you could clearly see their underpants through their scrubs.

It would be much better written as "Don't let us see your undergarments."

This is actually a common practice. I know many cities give one or two freebies for a false alarm, and then fines thereafter.

Without this there could be a business owner that just sets his system to go off randomly all the time for free police security, or someone could maintain a faulty system because it doesn't impact them.

If he parked like that because he was just trying to get level with the car next to him, then he might not have noticed until the end of his day.

There are lots of people that park like assholes, but I normally see that meaning that they park in a way to prevent door dings by leaving a lot of space on the sides. Where is the clear sign that this guy is an asshole and not a guy making a clear mistake?

I guess I hold strong to the idea that we should give people the benefit of the doubt. If it is possible that there might be an honest mistake - let it go. If there is a clear intent to make things worse for others, try to make it better. If you get make it better, isolate them so it doesn't spread.
