OK lets assume for a second that that's true and somehow destroyed what should have been a large amount of evidence. What do you expect another independent investigation to turn up if all the human DNA left on his car has been degraded?

This is true, it was animal blood that was on his car. Unless the officer did a very very thorough cleaning of his undercarriage, which is no easy task then there is no way he hit the kid.
