While it has always been downplayed in favor of the politics type stuff, there have definitely been episodes where the players have talked more deliberately about strategy. In particular, Tyler always has excellent things to say about the relationship of different strategies.

A big criticism though, would be the fact that the actual "strat talk" almost always pertains to the protoss side of things. I remember some recent episodes with QXC being particularly interesting, because it seemed like everyone was much more focused on in-game issues.
