The reason why is because you're adding so many people in a small time frame, making facebook think you'e a spammer. If you space out the time you add people this shouldn't happen.

Honestly? Quite a lot of people liked him at first, and after 9/11 his popularity got quite high because of his reaction to it. However, after that it was just a swirling vortex of doom and despair for the Bush presidency. The only reason that man got reelected was because of the War on Terror, and people were cautious about switching presidents during this (as for why I'm not sure).
