When you get film developed at a chain like walmart or shoppers, they use a machine that crops automatically. There's no way to stop it, the carrier is designed to crop the photos to 4X6 or 5X7 or what have you, because the film carriers weren't designed for digital copies, only print! (i worked ina photolab for years).
