Yes, civilized men can overcome our own biology, but it is a lot of work. The visual queues start hormonal responses and we have to use a lot of mental dexterity to overcome them.

This equates to saying "but not staring is haaaaaaaaaaard!"

Isn't it just a little bit easier to dress a little more modestly or have a little more acceptance for the biological responses attractive females illicit?

This statement boils down to "it's YOUR fault I'm staring, and YOU should go through the effort of covering yourself because I'm too intellectually lazy to avert my gaze."
