Yes, but thats not how evolution sees it. Assuming that the purpose of feet are to run and walk as quickly/ efficiently as possible, those feet which are best designed for running will be the ones that propagate. Looking at animals whose survival hinges on their ability to run (big cats, wolfs) we see some sort of segmentation, as it allows for a sort of fine tuning in balance. If it were more efficient to run on a solid slab of flesh than with toes, we would see it somewhere in the animal kingdom.
