This is just a guess, but I believe it started out alcoholic and then as people realized it could just be carbonized rather than fermented to get a fizz and marketed as a soft drink, they resorted to that. We made root beer in my high school biology class. It called for yeast. When they were ready to drink, we had a pizza party and everybody starting asking why it smelled like alcohol. Haha, my teacher looked a little worried after that. I'm pretty sure I got a slight buzz off it, but I was in high school and maybe it was just psychological. It was pretty good.
