I think maybe you shouldn't get a pet that's just yours when you have no idea what you want and still young. They are a big responsibility and your mother probably doesn't want that burden to fall on her if you (unfortunately) could not or didn't want to continue taking care of it. Bonding with the already present cat seems like your first port of call, and see what happens from there. If you pet it and give it treats it will probably pay you more attention.

You're supposed to EXPLAIN to the child what they're doing wrong and why, followed by an alternative activity. Eg: "Hands are not for hitting, we use them gently, like this shows example".

The child won't learn WHY they can't do something by simply saying no.
