A patriot is a person who loves his or her country. Surely it is a fine thing to love one's homeland. It is important to note that one's homeland does not necessarily include its government. Thus, it seems quite Orwellian to warp the meaning of patriot to lover of government; namely, because the government is the warper. War is peace, ignorance is bliss, a patriot does what he is told. Finally, and a more direct answer to your question, when a government is no longer acting in the homeland's interest a true patriot calls himself revolutionary.
