I remember reading this back in the summer of 2007, and I seem to recall it having a minimalistic layout (though that obviously could have changed). But I remember it documenting all kinds of really really awful hacks they had to make to get some older programs the relied on bugs in earlier versions of Windows to work. You know, stuff like moving "minimized" windows to (-65536,-65536) because some programs blew up when they stopped receiving certain window events. That kind of stuff.
I know there's this popular brown-looking blog that gets linked to from proggit a lot, but I don't think that's it.
