Merlin! It's a really fun show with high production values. Totally appropriate for people of all ages. I introduced it to my 70 year old dad and he just loves it. It's sort of like a less complicated alternative to Doctor Who.

I have a huge soft spot for Bob's Burgers. I've seen those episodes so much, and they're all crazy, but family-oriented.

Chuck was pretty good, too. Borderline camp, interesting characters, and spy action.

The Australian serial H2O is a big hit with my kids, and it's on Netflix. Also, I don't hate it (and I'm over 40).

Additionally, Doctor Who and Modern Family are sure winners.

The Simpsons Seasons 3-9. You may be too young for when the Simpsons were at their peak, but a large part of the appeal of the show was that if you were old enough, you got the dirty/referential jokes; if you were young, you were still able to find it hilarious for the other jokes.

Pick up the 1990s Warner Bros. cartoons like Tiny Toons, Animaniacs, Pinky & the Brain, and Freakazoid. Some of the pop culture references might be a little dated now, but most of the humor (and there was a lot of it), remains.

I love psych! I occasionally have a hard time finding shows that fall in both my and my wife's interests. Psych does just that. Most of the episodes start with a crime, but it's never too graphic or scary. Then it's just fun to be had for the rest of the show. I don't know about 10 years old, but it's worth a try.

Gilmore Girls, Friends, Sonny with a Chance, Firefly, Buffy, West Wing, Veronica Mars, Venture Bros., and Ugly Betty. I could go on, but I'll stop there.

These shows definitely range though in their levels of adult content and intellectual nature, but it all depends on what you and your sister are comfortable with.

Venture Bros? No. "I once jerked off 12 times in 1 day, just to see if I could" is kind of something kids shouldn't hear.

Firefly, there might be 1 or 2 episodes a kid could watch, but cursing and shooting are prevalent. Not to mention the "You ever been raped before" episode.

I don't think any of those shows are appropriate for a 10 year old. She should be watching shows that are targeting her age group, stuff on Disney, Nick and PBS. The latter especially had lots of awesome TV I enjoyed as a kid.

I think every household is different. It all depends on what the parents of the youth are comfortable with.

I watched Friends from an earlier age, and wasn't scarred. In fact, it helped my mom and I broach the topic of sex and adult responsibility.

Would definitely recommend these, if she is a bit more mature for her age these shows can be GREAT fun. Especially Gilmore Girls/Friends. West Wing might be too complex/boring, Firefly violent, Buffy is a maybe, and Veronica Mars is a sure thing if she likes the main character.

It's got everything in it. Action, romance, humor. It's tone is like a early and slightly campy James Bond. It seems like the type of show you two would enjoy.
