Probably whenever we get all those other basic features that every other IM client has. Which is likely never.
I love Steam to death, but one must admit that the client is seriously lacking in features. And the features that it does have are sometimes very poorly implemented (for example: both the "grouping" features in the games and friends lists are different, but equally counter intuitive and sucky).

Why? Steam isn't a file-transfer client, ffs. It's a DRM client for games. Use something else to transfer your fucking files, don't make Steam another 3MB bigger.

Steam is partially an IM client and every other IM client has the ability to send files. I don't understand the problem.

Different tools for different jobs. A well-understood rule in software is to have one tool to do something and for that tool to do it well. In this case, Steam is a games client, which must therefore include (limited) chat functionality. Beyond that, it has no requirement to be an IM client. If you want an IM client, use an IM client.
So what about chat logs?

Seems to me that wouldn't require a very large change - one or two lines of code to make the chat save to a local file. File transfer is a lot more involved than displaying old chats -- it's essentially a new feature rather than extending on an existing one.
Maybe so, but you could also argue that if you wanted chat logs you should use an IM client with chat logs.
And you could also argue that the steam client, if it can add in file transfer, should also include a full-fledged browser with extensions (I mean, it already uses webkit, right?), and should include a torrent application (it's already got an internet connection), and a music player, and a movie player (it can already play games, why not music and movies, too?). Oh and if they have a music player, why not a music editor, too? Lots of music players have those. Oh, might as well turn it into a sound mixer, too.
See where I'm going with this? It's called feature bloat.
Now, adding a tiny feature like chat logs is not a big deal. It would literally take one or two lines of code to do it, and would vastly improve user experience.
Adding something like file transfer would require a lot more code and a lot more decision-making: what protocol should they use? How would they integrate it into the UI?

I don't quite see the difference. Yes, one feature is easier to implement but on the user end I don't think the addition of file transfer constitutes "bloating". I also don't see how adding file transfer means other features (music player, web browser, etc) should come too.
The difficulty in implementing file transfer is arguably proportional to how useful it would be. It's about creating a homogenous environment, not everyone has Skype or MSN or XFire or whatever you want to use to directly transfer files
